The RAND Corporation is an American think tank which aims to help improve policy and decision making through research and analysis. Some of its centers seem particularly promising:

• The Technology and Security Policy Center (TASP), which researches how high-consequence, dual-use technologies like artificial intelligence and biotechnology change the global competition and threat environment, then develops policy and technology options to advance the competitiveness and security of the United States, its allies and partners, and the world.

• The Meselson Center, which is dedicated to reducing risks from biological threats and emerging technologies.
